TV Bands Channel List Message Format

FCC rules describe a radio resource coordinator (TV bands database) that makes channels available for, or precluded from, unlicensed use in 24-hour increments. This creates a number of inefficiencies and limitations for secondary users.

As an example, wireless microphones are considered primary spectrum users but may operate for short periods. Currently any microphone activity on a given channel during a 24 hour period will render that channel unavailable for the entire 24 hours.

The TV Bands Database must protect users whose event extends past the reserved time. 802.22 incorporates an “availability schedule” which contains a start and stop date/time for each channel.* This does not accommodate “overtime” scenarios where protected users may require unscheduled reservation extensions.
